Make a new layer. CTRL + A. Edit - Stroke. Choose the thickness of the border or known as px. Choose your color. Go with either Center or Inside. And that's it. No more easier way.

Avoid borders for the most part. Otherwise do long ways or big ones.

Make a new document 10 px bigger overall and then fill the bg ith white, then add the tag on top, with 5 px in every direction.

4)stroke
5)choose size and color
6)click ok then CTRL+D and there you go!

If you are using Photoshop, then you can also apply boarders by following the directions below:

Step 1: Create a new layer (Shit+Ctrl+N)
Step 2: Select All (Ctrl+A)
Step 3: Select --> Modify --> Border
Step 4: Enter the Amount of Pixels you want (Pixels = Thickness of Border) and hit OK

Step 5: Edit --> Fill (Shift+F5)
Step 6: Choose what color/style you want and the amount of Opacity (how dark the border will be)

*By creating the border on a new layer, you can adjust it in the future without ruining the original images below.
