Added new forums

I added a new General Graphics Discussion section:
-->General Graphics Chat
-->Graphics Videos
-->Rebellion's Stuff

I thought it would be appropriate to have a general section for graphics chat because most of the forums we have now are very niche specific (like sig or renders).

If it fails, I'll just remove the forums and move all the posts to a different place. But for now let's give it a shot.
